South African Tourism is recruiting an SCM Compliance Manager at its head office in Sandton. The vacancy sits in the Supply Chain and Asset Management business unit and reports to the Head of Supply Chain and Asset Management. The role is designed for an experienced supply chain professional who can oversee compliance with procurement policies, legislation and internal procedures across the organisation. It combines policy and monitoring work with tender governance, compliance reporting, operational oversight and people management. Because the vacancy requires at least eight years of relevant experience, it is aimed at an established SCM, purchasing or logistics professional rather than an entry-level procurement applicant.
Job Details
- Position: SCM Compliance Manager
- Location: South African Tourism Head Office, Sandton
- Business unit: Supply Chain and Asset Management
- Reporting to: Head: Supply Chain & Asset Management
- Closing date: 27 August 2026
Purpose of the Role
The manager provides oversight of staff compliance with supply chain policies and procedures. This includes developing and overseeing compliance-monitoring plans and establishing systems and standards that allow South African Tourism to track supply chain performance and compliance throughout the year.
Compliance and Tender Responsibilities
The role contributes to supply chain risk management and fraud-prevention measures and helps resolve queries about procurement practices. The manager monitors bid-specification processes, supports compliance around tender preparation and makes sure the end-to-end bidding process follows legislation and internal policy.
Tender objections also fall within the function. The manager needs to monitor compliance with tender procedures, maintain records of objections and outcomes and support communication of tender awards. Accurate documentation and controlled workflows are therefore important parts of the position.
Reporting and Operational Support
The successful candidate compiles reports showing how business units are complying with SCM policies and reports on deviations in bidding processes. The role also supports annual procurement planning, cost-containment reporting and other information required by National Treasury.
Operational duties include checking purchase orders for compliance, monitoring active purchase orders and commitments, managing the SCM compliance operational plan and ensuring the team has enough capacity and information to meet performance targets.
Education and Experience
A bachelor’s degree in Supply Chain Management, Purchasing, Logistics Management or an equivalent relevant qualification is essential. Candidates need at least eight years of experience in supply chain management, purchasing, logistics or a related field. Previous experience managing an SCM department or function is an advantage.
Knowledge Required
Candidates should understand government procurement regulations, PFMA requirements, Treasury Regulations and related compliance frameworks. Knowledge of procurement processes, performance monitoring and reporting is required. Experience with an ERP environment, including Oracle, is also relevant to the role.
