The Department of Basic Education (DBE) the South African government department responsible for the development, management, and transformation of the country’s school education system is recruiting for one of its most senior leadership positions: Deputy Director-General (DDG): Business Process Management.
This is a Level 15 executive leadership role carrying a total remuneration package of R1,663,581 per annum one of the highest salary levels in the South African public service. The successful candidate will operate at the very top of the DBE’s management structure, leading critical functions that directly impact the quality of education delivered to millions of South African learners every day.
The DDG: Business Process Management will be responsible for overseeing human resource planning, teacher recruitment, education labour relations, school evaluation, and performance management systems across the entire basic education sector. This means working not just within the national department, but in close collaboration with all nine provincial education departments and key state entities.

Core Responsibilities
As DDG: Business Process Management, your key duties will span four major areas:
1. Strategic Leadership
- Lead and oversee the Chief Directorate responsible for Human Resource Planning, Provisioning, and Monitoring within the basic education sector.
- Provide executive direction, strategic guidance, and operational oversight to senior directors and their teams.
- Set the strategic agenda for business process management and ensure alignment with the DBE’s overall mandate and the National Development Plan (NDP).
- Represent the DBE at senior government, parliamentary, and inter-departmental forums on human resource and business process matters.
2. Sector Management
- Manage and improve the DBE’s Education Labour Relations function including relationships with teacher unions, bargaining councils, and the Department of Employment and Labour.
- Oversee the Whole School Evaluation (WSE) programme the national system for assessing and improving school quality across South Africa.
- Manage the Performance Management and Development System (PMDS) for educators and education officials, ensuring it is implemented fairly, consistently, and effectively across all provinces.
3. Strategic Development
- Develop and implement teacher recruitment strategies to address shortages in critical subjects and underserved provinces.
- Lead the revamping of post-allocation systems designing better models for how teacher posts are distributed to schools, with the goal of reducing class sizes and improving learning outcomes.
- Oversee the implementation of Human Resource Management Information Systems (HRMIS) ensuring the DBE has accurate, real-time data on the teacher workforce across all nine provinces.
- Drive continuous improvement in business processes, systems, and frameworks that support efficient education delivery.
4. Collaboration & Intergovernmental Relations
- Work in close, ongoing collaboration with all nine provincial education departments to align national policies with provincial implementation realities.
- Engage with key state entities including the South African Council for Educators (SACE), the Education Labour Relations Council (ELRC), and the Department of Public Service and Administration (DPSA).
- Facilitate intergovernmental coordination to ensure that national human resource strategies translate into improved quality of teaching and learning in every South African classroom.
Minimum Requirements
To be considered for this post, you must meet all of the following:
- ✅ An undergraduate qualification at NQF Level 7 recognised by SAQA (e.g. a Bachelor’s degree in Education, Public Administration, Human Resources, or a related field).
- ✅ A postgraduate qualification at NQF Level 8 recognised by SAQA (e.g. an Honours degree, Postgraduate Diploma, or Master’s degree).
- ✅ A minimum of 8 to 10 years of experience at Senior Management Service (SMS) level in a relevant environment.
- ✅ A valid Nyukela Certificate (SMS Pre-entry Programme) this is mandatory for appointment to any SMS post in the South African public service.
- ✅ Extensive knowledge of the South African education sector, including the National Development Plan (NDP) and its education chapter.
- ✅ Proven experience in human resource management, business process management, or education sector leadership at a senior level.

- Both qualifications must be recognised by the South African Qualifications Authority (SAQA). Foreign qualifications must be evaluated and certified by SAQA before application.
- This is a highly experienced leadership role candidates who have not operated at SMS level for the required period will not be considered.
